CJ vs Rakuten Advertising: Which Network Fits Your Brand?

Two long-running, sales-led networks with different technology, service models and futures. Here is how to decide between them.

CJ and Rakuten Advertising are two of the oldest names in affiliate marketing, and brands with a large retail program often end up choosing between them. On paper they look alike: both are sales-led networks, neither publishes advertiser pricing and both claim a deep bench of publishers. In practice they differ on technology, service model, cashback and where they are heading next. This guide compares CJ vs Rakuten Advertising on the points that decide it, using what each company says on its own pages today.

For the wider field, including Awin, impact.com and PartnerStack, start with our guide to choosing an affiliate network.

The short version

  • Neither CJ nor Rakuten Advertising publishes advertiser pricing. Both quote through sales, so compare the full contract, not a headline rate.
  • CJ runs its own platform. Rakuten Advertising is moving its programs onto impact.com's technology under an alliance announced on April 28, 2026.
  • Rakuten's edge is managed service plus its link to Rakuten Rewards cashback. CJ's edge is an established platform with no migration ahead and flexible service options.
  • Publisher counts from each vendor are not comparable. Ask both for the active publishers in your category and market.
  • Most brands should shortlist both, run the same questions past each and decide on publisher overlap and service scope.

Pricing: neither publishes a rate card

Both networks price through their sales teams, so any figure you see in a forum or review site is someone else's deal. When you ask for a quote, get the same items from each so the numbers line up:

  • Any setup or onboarding fee.
  • Any minimum monthly fee or minimum commitment.
  • The network fee charged on top of the commissions you pay publishers, and whether it is a percentage or a flat amount.
  • What managed service is included, and what costs extra.
  • Contract length, notice period and what happens to your publisher relationships if you leave.

If you are a smaller brand, it is worth knowing that self-serve options with published prices exist. Awin Access costs $49 a month plus a 3.5% tracking fee per transaction, and impact.com's Starter plan is the greater of $30 or 2.5% of monthly revenue on supported ecommerce platforms. We break down impact.com's plans in impact.com pricing for brands.

Platform and technology

CJ runs its own platform and has done since 1998. Its advertiser page describes Situational Commissioning, which lets you pay different commissions based on order details such as customer status, promotion type and customer location, plus commission terms set per partner and per promotional property. It lists turnkey Shopify and Magento plugins, in-platform influencer discovery built with CreatorIQ, and a review of every publisher for compliance before their first payment. Our CJ advertiser guide walks through setup.

Rakuten Advertising describes a Commissioning Suite with custom rules for promotions and first- and last-touch commission payouts, plus AI-driven partnership discovery. The bigger news is structural. Under the alliance announced on April 28, 2026, Rakuten Advertising and impact.com will deliver an integrated model that pairs Rakuten's program management and services with impact.com's platform for contracting, tracking and payments. impact.com's help centre describes a phased migration, with Rakuten contacting partners as each brand moves. If you sign with Rakuten now, ask when your program moves and what changes for your tracking tag.

Publisher network and reach

Each network describes its reach differently. CJ talks about consumers reached in over 240 countries and territories. Rakuten says it has 150k+ partners. Neither figure tells you how many active publishers in your category would promote you, so do not choose on the headline number.

Instead, send both networks a list of 20 to 30 publishers you want: review sites, deal sites, creators and loyalty partners in your markets. Ask which are active on their network and how many promoted a brand like yours in the last year. The overlap with your list is the real comparison. If you are recruiting inside CJ after you sign, our guide to recruiting publishers on CJ Affiliate covers the tools.

Service model: who does the work

This is often the deciding factor. CJ says clients can run their program top to bottom themselves, work with an agency partner, or buy custom strategy, recruitment and execution from CJ. Rakuten leads with managed service and says it has 100+ in-market experts and can launch a program in under a month.

Whichever you lean towards, get the scope in writing: who recruits, who handles creative and offers, who monitors compliance, how often you get reporting and how many hours a month the account team gives you. A managed service is only as good as the time actually spent on your program.

Cashback, loyalty and incrementality

Rakuten Rewards, Rakuten's cashback shopping platform, is part of the same group as Rakuten Advertising, and the alliance announcement says its consumer signals will help advertisers understand incrementality. For brands that want cashback and loyalty volume, that is a real draw. On CJ, ask which cashback and loyalty publishers are active in your category and markets.

Cashback partners convert well but often reach shoppers who were already going to buy. Before you set rates on either network, agree how you will measure new-customer share and whether to pay cashback partners a lower rate on existing customers. Our post on coupon affiliates vs content affiliates covers how to balance the mix.

Which network fits your brand?

  • Global retailer that wants a managed team and cashback reach: Rakuten Advertising is the natural shortlist, provided you are comfortable with a platform migration in the near future.
  • Retail or travel brand that wants a stable platform and control: CJ, especially if you have in-house staff or an agency to run the program.
  • Brand that wants both a network and its own partner relationships: look at impact.com as well, since Rakuten programs are moving onto its technology anyway.
  • Smaller brand with no budget for a sales-led contract: start with a self-serve network such as Awin Access, then revisit CJ or Rakuten once the program has traction. Our CJ vs Awin comparison covers that trade-off.

Some brands run both. If you are considering that, read running an affiliate program on multiple networks first, and if you are moving from one to the other, our affiliate program migration checklist will help.

What about Commission Factory vs Rakuten Advertising?

If you sell mainly in Australia, New Zealand or Southeast Asia, add a regional network to the comparison. Commission Factory says it was founded in Australia in 2011, describes itself as an Asia-Pacific performance marketing platform and is part of the Awin Group (Commission Factory). A brand focused on one region may get deeper local publisher coverage from a regional specialist, while a brand selling across continents may prefer one global contract.

Questions to ask both networks before you sign

  1. Which of the publishers on our list are active with you, and in which markets?
  2. What is every fee in the contract, including network fees on commissions and minimums?
  3. Who on your team works on our program, and for how many hours a month?
  4. How do you check publishers for fraud, brand bidding and coupon leakage before commissions are paid?
  5. How are returns and cancellations reversed, and how long is the validation period?
  6. What happens to our tracking and publisher terms if your platform changes during our contract?
  7. If we leave, can we take our publisher list and performance data with us?
